I don't believe this is a duplicate of
https://bugs.launchpad.net/bugs/953875.

My install is clean ubuntu 15.04 MATE. No Encryption

I get this issue sportadically with my Home drive on a separate
partition, it is a clean home - not carried over from previous install,
and it is not encrypted.

If I move the home folder to the local partition the boot works - it's
still frighteningly slow, but it works.

Bug description:
  Booting a freshly dist-upgraded vivid, I see the following console
  messages with a red spinner hang the boot process until the first one
  reaches its timeout:

  (1 of 2) A start job is running for dev-mapper-cryptswap1.device (34s / no limit)
  (2 of 2) A start job is running for dev-sdb1.device (36s / 1min 30s)

  Eventually:

  Timed out waiting for device dev-sdb1.device.
  [ESC[1;33mDEPENDESC[0m] Dependency failed for Cryptography Setup for cryptswap1.
  [ESC[1;33mDEPENDESC[0m] Dependency failed for /dev/mapper/cryptswap1.
  [ESC[1;33mDEPENDESC[0m] Dependency failed for Swap.
  [ESC[1;33mDEPENDESC[0m] Dependency failed for Encrypted Volumes.

  then the boot continues.  AFAICT, there are no ill effects on the
  post-boot system.
