Initial drop-in, which ports everything. Note that rild.service does not
yet exist, see bug 1451790.

Bug description:
  Under systemd-sysv, current ubuntu-touch has no modems/mobile
  data/telephony.

  That's because there is no systemd counterpart for
  /etc/init/ofono.override.
