[Bug 1450747] Re: Native overlay scrollbars aren't themed
Looks like gtk in master has a position indicator thingy on mouse
activity (3.16 shows the whole scrollbar), so maybe we can tweak this to
do what o-s did & be shown all the time.

Bug description:
In 3.16 (from ppa:ubuntu-desktop/ww + overlay-scrollbar from this
PPA), applications have native overlay scrollbars provided by GTK. We
want to use these in Ubuntu, but currently they are not themed so look
a bit incongruous. I think we want to
- Theme them to fit in with Ambiance/Radiance
- If possible, show a thumb when the scrollbar is hidden so that you can see where you are in a document
