The translated names for departments are downloaded from the server the
first time the "store" scope is opened, and as expected they are stored
in .cache/click-departments.db.

The bug seems to be that the "installed apps" scope is not showing these
translated names. They are only shown after a reboot.

  installed applications categories are showing untranslated

  Confirmed

Bug description:
  Using a bq/rtm phone in French, a recent server update included
  categories translations and those work in the click store view but not
  in the installed application view (the combo at the top of the view)
