  Scope registry doesn't list remote scopes

Bug description:
  When working with the new scope API (as documented at [1]) calls to
  registry->get_metadata() fail for any scope I try that isn't installed
  locally on the phone. Additionally calls to registry->list() only
  return locally installed scopes.

  Is there a timeline for the scope registry to return references to
  smart scopes?
