  Navigation bar should not drag page content

Status in webbrowser-app package in Ubuntu:
  New

Bug description:
  Strange movement of page when dragging. REproduce:
  1 open a page with a content much higher than the screen
  2 drag the page down from top. Keep finger on the screen
  3 After a second, the location bar disappears, and drag the whole page up under your finger

  You can test the behavior with the opposite direction, too.

  Sometimes the page is flickering after the location bar
  disappears/appears

  I think, the location bar should appear/disappear without sticking to
  the page content area.
