Bug description:
  [regression] Move/resizing in mir_proving_server freezes if the cursor
  is outside the window.

  Previously (and intentionally) moving/resizing surfaces with
  Alt+{left,middle}button worked anywhere on screen. Now it doesn't
  respond if the cursor is outside the surface. This is particularly
  annoying if the mouse moves quickly and escapes the surface. It's also
  a problem for future edge resizing, where the cursor never enters the
  surface rectangle.
