Title:
  It's impossible back to a window if there is another window with
  "always on top" enable

Bug description:
  - Open 2 or more windows of the same program, as expected, they will be agrouped in the same icon in panel
  - With one of that, put in a non-maximized small size window, righ click on its title bar, and enable Always on top
  - open a windows of another program and maximize it. As expected, you can open and navigate to any other programs besides the window on top in a part of screen. But the problem is:
  You can't come back to the first program  windows, except for that is with Always on top enabled. Is expected that the user can choose any open window to open (back the always on top window). But it's impossible, you need to minimize all other windows to back to the other windows opened of that application.
