  Allow users to set arbitrary location for scopes.

Status in unity-scopes-shell package in Ubuntu:

Bug description:
  Currently I can't set location for any scope. They get it somehow
  automatically, most of the time wrongly. It would be nice if a user
  could somehow select a location she wants.
