Bug description:
  [ Impact ]

  Users the use Launcher keynav mode may end up with a Launcher that is
  not displayed correctly, leaving a poor user experience.

  [ Test Case ]

  1. Make sure there are enough icons in the Launcher to cause the Launcher to fold.
  2. Press Alt+F1
  3. Press right-key
  4. Press left-key
  5. Observe the Launcher is not folder while still in keynav mode.

  [ Regression Potential ]

  None observed.
