Bug description:
I just reflashed using the mtk tool, ran through the wizard and got this same symptom.
v178 vivid arale
unity8.log contained
QProcess: Destroyed while process ("/usr/lib/arm-linux-gnueabihf/ubuntu-system-settings/private/Ubuntu/SystemSettings/SecurityP
rivacy/UbuntuSecurityPrivacyHelper") is still running.

Flashed with 'ubuntu-device-flash --channel=ubuntu-touch/vivid-
proposed --bootstrap', and selected 4-digit passcode during wizard,
but after locking the screen I noticed it was asking for a passphrase
instead.
