  [regression] Unity8 doesn't detect input sent from USC with latest mir
  development code

Bug description:
  I first noticed the problem when I installed latest mir 0.13 packages
  on the phone. I initially thought that having both 0.13 and 0.12
  packages was causing the problem, but  I rebuilt all the Mir related
  components needed to run unity8 and clients on the phone (USC, qtmir,
  qtubuntu) using the latest mir 0.13 code and the issue persists. This
  indicates that we have a problem with Mir or with Mir/qtmir
  communication.
