EricDHH, thank you for reporting this and helping make Ubuntu better. As
per http://support.lenovo.com/us/en/products/laptops-and-
netbooks/thinkpad-x-series-tablet-laptops/thinkpad-x200-tablet an update
to your computer's buggy and outdated BIOS is available (3.21). If you
update to this following https://help.ubuntu.com/community/BIOSUpdate
does it change anything?

If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

  Color smear and char loss from scrolling

  Since upgrade from 14.04 LTS is got following effect.

  To reproduce: Open a program that scrolls graphical elements like firefox, enter some web sites. Now scroll the content with mouse or keyboard up or down.
  Result: Some colors from tiny elements smear about whole lines, visible chars fades out. Scrolling has turned to a haunted house of flickering chars and color expression. It was possible to take a screenshot, the yellow from tiny left border smeared to the right like a leaked ink cartridge.
