Network Manager can connect to WPA2 PEAP networks just fine, as shown in
bug 1104476.

indicator-network is not responsible for authenticating to networks at
all.

But since you link to a page about the Aquaris E4.5, I guess you're
talking about Ubuntu Touch, which currently does not have UI for
authenticating to WPA Enterprise in general. This is bug 1241986.

  Confirmed

Bug description:
  the network manager needs support for wpa2-peap, ie once the ssid
  eduroam is selected, an email and password dialog has to appear.

  workaround: edit the /etc/NetworkManager/system-connections/eduroam as
  given in http://askubuntu.com/questions/606298/eduroam-on-aquaris-e4-5
  -ubuntu-edition
