  Can't prepend + sign in dialer

  Steps:
  * type a number in the dialer
  * tap at the beginning of the number to move the cursor
  * long-press 0 to add + to the number

  Expected:
  * the + sign is prepended at the beginning

  Current:
  * the + sign is appended at the end
