first boot does not set the password/security correct

Bug description:
Device: Arale
Ubuntu Version: Ubuntu 15.10 (r11)
Settings shows the wrong security settings after the first boot.
How to reproduce:
1 - Flash the device with "--wipe"
1.1 - During the setup wizard choose the 4 digits password
2 - After the device be ready to use got to system settings on
security option
Expected result:
The 4 digits password will be selected
Current result:
The security shows "None" for the lock screen option
After the first boot its go back to the correct option
