Title:
Repeated touches result in significant input latency

Status in Web Browser App:
  Invalid

Bug description:
Sometimes when scrolling around on a touchscreen, lots of rapid
touches are made in succession as the positioning is made perfect.

  Expected behavior:
Each touch and slide results in a fine adjustment of the screen.

  Actual behavior:
After the first few touch slides (and sometimes, after the first), the Nexus 10 begins to have higher and higher input latency. I've measured input latencies of up to 2 seconds between the actual touch event and the browser responding by scrolling the given amount. This makes precision alignment difficult, and is not expected behavior for an end user.
