Title:
[OSK] action key should be contextual

Status in Ubuntu UX bugs:
  Fix Committed
Status in webbrowser-app package in Ubuntu:
  Triaged

Bug description:
This needs further design specification, but the idea is that when the
address bar is focused, on devices, the action key of the OSK should
reflect the action that it will trigger (i.e. a "Go" label to validate
a URL, or a magnifying glass symbolic icon to trigger a search).
