Bug description:
  Test case.
  - Switch the phone to Spanish.
  - Open dialer app.
  - Tap in Contacts button in the top menu.

  Expected result.
  - Create New, Import contacts from Google, etc, are translated to Spanish.

  Actual result.
  - Strings appear in English.
