  cups server does not start at boottime randomly

Bug description:
  cups daemon randomly fails to start on system boot, manually typing sudo service cups restart helps. This tends to freeze Eclipse in function which enumerates printers; also the Ubuntu System Settings / Printers dialog reports that it cannot connect to the cups service.
  I have tried to look into /var/log/cups/ but there is nothing important: error_log is empty, error_log.1 contains old logs from 2014; 

  access_log contains current log messages, but no errors:
