After the previous failed update, I ran the install -f command again
(this time with a much more useful response and an invite to do a
upgrade, which I accepted).

After that completed, I again ran the update and it at last succeeded!

Unless there is any useful new info in this error dialogue, this bug can
now be closed.

  broken.  I tired the advice but need to have root permission.
