There is a way to dial the voicemail by clicking on the notification.

What would be nice is to automatically add a contact for it in the event
the notification was cleared. That would be a new bug to enter on
contacts/addressbook

  Voicemail alert in notification panel unlinked

Status in telephony-service package in Ubuntu:
  Invalid

Bug description:
  When a voicemail alert appears in the notification panel there is no
  way to dial voicemail from there directly. The incoming notification
  that a voicemail has been received does not appear in Messages.
  Necessary to add the voicemail short dial to Contacts and access
  manually from there.
