[Bug 1469007] Re: In first run, a GPS app is not asking about location

I confirm this is happening in Meizu & BQ and with WIFI = OFF (from a reset to factory).

Bug description:
  From OTA4, the first you run a GPS application, it is not asking permission for the location (and it hasn't permission).
