  "Phone" app settings are oddly in System Settings

Bug description:
  In System Settings, most of the "Phone" settings are about things that
  happen inside, or (in the case of ringtone) when you are about to use,
  the Phone app.

  Therefore it is weird for those settings to be accessed from System
  Settings. Probably they should be moved to the Phone app.

  Implementation of this move should be coordinated with that of
  (private) bug 1388012.

  ----------UX comment------------

  As a general rule app related settings should sit within the app. For the phone app this means that topics as call forwarding , voice mail numbers, blocked numbers etc are placed there. Other more generic fields as tones could sit either way. 
  The telephony apps (dialer, address book, messaging) have a first draft of app settings. Design is currently investigating a solution for topics which touch upon several apps at the same time.
