Bug description:
Now that full shell rotation has landed in development channels, the camera app doesn't give a good experience for the user.
In landscape, the controls move with the screen's rotation and thus put them at the bottom just like how it is in portrait.
I think the controls should be at the side when in landscape mode just
like before. Another problem is that when rotation is locked, the user
cannot use the camera in portrait and thus cannot take pictures in
portrait. In summary, the camera app should still behave like before
the shell rotation landed
