Title:
Authorization via user password breaks after uninstalling then
  reinstalling ubuntu-desktop

Status in ubuntu-meta package in Ubuntu:
  Invalid

Bug description:
  1) lsb_release -rd
  Description:	Ubuntu 10.04.1 LTS
  Release:	10.04

  2) apt-cache policy ubuntu-desktop
  ubuntu-desktop:
    Installed: 1.197
    Candidate: 1.197
    Version table:
   *** 1.197 0
          500 http://us.archive.ubuntu.com/ubuntu/ lucid/main Packages
          100 /var/lib/dpkg/status

  3) What I expected to happen is if I uninstalled, then immediately
reinstalled ubuntu-desktop, the requirement to type my password to
install packages via Synaptic Package Manager or update software via
  Update Manager would still exist.

  4) What happened instead is that after uinstalling, then immediately
reinstalling the ubuntu-desktop package, if I install or uninstall a
package via Synaptic Package Manager, or update a package via Update
Manager, it no longer requires my password.
