candidate, right?

  Test Case:
  Setup: Lock a SIM (locked SIM is just an example to display a dialog but it is reproducible with any dialog in the messaging app)

  1. Open the messaging app, and create a new message 
  2. Enter a recipients
  3. Select the locked SIM
  4. Rotate the device
  5. Type a text
  6. Send

  Actual Result
  A 'SIM is locked' dialog is displayed but it doesn't cover the whole screen and is not modal (cf screenshot)
