  unity-scope-tool not applying translations correctly

Status in unity8 package in Ubuntu:
  In Progress

Bug description:
  Try opening a preview that has more than 3 buttons. The last 2 will get collapsed, resulting in "More..." button. Launch:
  $ LANGUAGE=es unity-scope-tool <scope path>

  What happens:
  I see "More..." in English.

  What I expect to happen:
  See "More..." but in Spanish.
