  [sim pin] prompt on boot but after greeter

Bug description:
  Per this bug 1382604

  it was discussed that the sim pin prompt is occuring before the
  greeter on boot, and doesn't seem to match the spec per this bug
  1333121

  Desired resolution:
  As mentioned in comment #5 and this bug https://bugs.launchpad.net/ubuntu-ux/+bug/1397963 we need to redesign the authentication dialog and let it show after the greeter.
