Totally agree. It should not be possible to change any settings without
first unlocking the phone.

  [MX4] Access to Notificationbar even with pin lock

Bug description:
  I've created a pin lock for the phone. And i thought i have to enter
  the pin if i'm want to send a answer to a message or activate wifi and
  so on. But i can change all the settings in the notification bar
  without entering the pin.

  I think the notification bar should be lock until the pin is entered
