  bootctl install does not work as systemd bootloader is not
  built/shipped

Bug description:
  when you want to switch to systemd you need to 
  sudo bootctl install --path=/boot/efi

  but für ubuntu this fails with
  Failed to open "/usr/lib/systemd/boot/efi": No such file or directory

  it seems that something is wrong with that
