Bug description:
Version: ubuntu-touch/devel-proposed/krillin.en r59 krillin
Steps to reproduce:
* Cellular and Wi-Fi both active and connected
* using indicator-network turn on Flight Mode
* Cellular and Wi-Fi both turned off
* Turn on Wi-Fi
* Wi-Fi activates (and connects)
* Disable Wi-Fi
* Turn off Flight Mode
Expected result:
- whatever services are re-enabled after flight mode work correctly
Actual result:
- the Wi-Fi toggle switch goes back to "On" but no APs are listed - looks like it isn't actually turned on
