  Menu bar appears on second display without reason

Bug description:
  Ubuntu 15.04

  I am connecting my TV via HDMI to my laptop. A usage situation is to
  show a video fullscreen on the TV while doing other things on the
  laptop screen.

  Regardless of the location of the launcher (either monitor, or both),
  or which display is set as primary, the menu bar will appear on the TV
  without reason.

  For example, typing in the search box in Firefox will constantly
  flicker the top menu bar above the fullscreen video on the TV, even
  though the mouse and the window are not on the TV display at all.
