[Bug 1480621] [NEW] lsb_release doesn't function as shipped

Public bug reported:

On a fresh Ubuntu 15.04 system, the /usr/bin/lsb_release program doesn't
function as described in the documentation.

After poking around a bit, it seems to require the "lsb
4.1+Debian11ubuntu8" package. Also, the documentation refers to a man
page which doesn't exist (without the lsb package).

In any case, I was trying to find out which distribution I was running
for a multi-platform program, and the `lsb_release -v` isn't very
helpful as shipped.

So... it's either a documentation problem, or a missing "lsb
4.1+Debian11ubuntu8" package problem. I'll let you guys sort it out.

It's broken in 15.10 (wily) pre-release, as well.

I know documentation issues aren't the same level of critical as a kernel defect, but I thought you'd want to know.
