[Bug 1367822] Re: [Scopes] Process required to pin a shortcut to the launcher does not fit users mental model

Users expect to be able to drag and drop app icons from Scopes to the
Launcher
Also add a "Add to Launcher" option to all installed App and Feed
(Scope) Dash previews.
