[Bug 1394669] Re: [phone-app] 'Switch to default SIM' dialog is confusing

** Description changed:

  If I press 'No' on that dialog, there is no way for this dialog to
  appear again, even changing the setting in system-settings has no
  effect.
  
  0. Clean flash device.
  1. Start dialer
  2. A dialog appears to select default sim
  3. Tap on 'No' button
  4. Go to system settings and select 'Ask me each time' for outgoing calls.
  
  What happens:
  The sim prompt dialog never appears, no matter I toggle that setting.

- The UX is currently under review. There is a potential that this dialog
- is not going to be needed anymore.
+ The desired solution is to change the text of the 1st popup on first time launch and remove the popup on action.
+ A 3rd popup appears on the dialer app after user made a phone call and didn't select a default SIM. This should be removed as well.
+ The SIM card in the first SIM slot should be selected by default and the first popup will inform users where to alter the selection and change the default SIM for outgoing communication.
