Title:
permissions for folder creation in file chooser dialog are checked
  after name has been entered

Status in gtk+3.0 package in Ubuntu:
  New

Bug description:
When the user doesn't have enough permissions to create a folder in a
directory the creation fails after he_she enters a possibly long and
sophisticated name, which has no advantage over making the creation
fail right after the "Create folder" button has been pressed and
  permissions checked to be insufficient.
