[Bug 1482975] [NEW] Any sound activity unmutes system volume

Chrome with html5 video, Firefox with Flash, Totem with mp3 — everything
unmutes the system sound if it was muted before.
Imagine how annoying it is whenever I want to keep silence and something
starts playing aloud.
