[Bug 1486996] Re: “Call” icon does not actually place a call

agree on something here.

Reproduce:
Open address-book-app, choose contact. Press the phone-off-the-hook icon to place a call
What happens:
The dialer-app opens with a number pre-filled.
What I expected would happen:
I expected the call to be placed.
Rationale:
The phone-off-the-hook icon in dialer-app represents placing a call, but not in address-book-app. Why the inconsistency?
