Is this actually fixable? ie, does pulse know the camera (and not the
plain audio subsystem) is the accessing party here?

Bug description:
  Working through camera/mic trust issues, discovering that the camera-
  app's mic item under "Other app access" is blank, will attach a
  screenie.
