Public bug reported:

I'm using Ubuntu 15.10 dev with upstart 1.13.2-0ubuntu14 and I'm
noticing if for example the 2 jobs /etc/init/test_test.conf and
/etc/init/test/test.conf exist they are both logging then to the same
file (in this case /var/log/upstart/test_test.log).
