[Bug 1623629] [NEW] Require qt5-translations for kde-l10n packages

Qt translations (Maybe this: https://launchpad.net/ubuntu/+source/qttranslations-opensource-src) must be installed for layout mirroring to work in KF-based apps (And maybe Qt-based apps).
This should be done for all kde-l10n packages.
