An alternative way to fix this is:
1. Download http://natura.di.uminho.pt/download/sources/Dictionaries/aspell6/aspell6.pt-20131211.tar.bz2
2. copy pt_PT.cwl.gz to /usr/share/aspell to overwrite the empty file
3. Running aspell-autobuildhash --force

That last step will take a while and throw all kinds of warning messages
to the screen, but it will eventually work.

  Binary package hint: aspell

  The package aspell-pt-pt in Lucid has an empty
  /usr/share/aspell/pt_PT.cwl.gz and so the spell checking doesn't work.

  The same version package in sid doesn't have this problem.

  The package version is 20091013-1
