Please apologize for the question below, but I want to make sure I understood everything correctly.
Focal-Proposed updates should include language-pack-uk and language-pack-gnome-uk, and should I check if everything works?
So far, I ve received an update to the language-pack-uk-base package, but it contains an old file. Mate-keyboard-properties crashes.

  It was recently found that some quirks in xkeyboard-config Ukrainian
  translation crash mate-keyboard-properties widget. More on this;

  The problems in translation were recently fixed upstream and on LP.

  Can you be so kind and respin the Ukrainian lang-pack with an updated
  xkeyboard-config.mo?
