Bug description:
The jammy-updates language-pack-sv-base -
https://packages.ubuntu.com/jammy-updates/language-pack-sv-base -
depends upon language-pack-sv (>= 1:22.04+20230801) but
https://packages.ubuntu.com/jammy-updates/language-pack-sv only exists
at 20230209. I can see a phased update on https://ubuntu-archive-
team.ubuntu.com/phased-updates.html but language-pack-sv isn't there,
not sure if that's relevant, and we're getting errors trying to
install language-pack-sv when the newer language-pack-sv-base has been
installed already.
