  upgrade from mantic to noble disables gr lanaguage

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  Hello,

  upgrading from mantic to noble development I noticed that on top of
  the panel the language selection was missing. As a result I could not
  switch languages between english and hellenic (greek). Under
  settings->keyboard->input sources both languages were present though.
  In order to bypass the problem, I removed completely the greek
  language and added back again.
