Geoff proposed the following answer:
It's written in PHP. You will need to upload it to an empty folder in
your webserver, and then open that file from your browser.

So like create the directory tsep under public_html or whatever your
document root is:

 public_html/
         tsep/
             install.php
 
And then in your browser, open (for example) http://www.yoursite.com/tsep/install.php
