This is really a CakePHP problem. I don't know what else to tell you. It
works fine for me; I can't duplicate this.

If tsep0.0943_R2 works fine for you, then maybe you could use that.

As for the setup directory could not be found, this is usually related
to mod_rewrite not being enabled.
