Geoff proposed the following answer:
The best solution would be for you to install manually, using the
install.php file.

Here are the steps to do it manually (shouldn't take more than 5 min):

1. Download http://launchpad.net/tsep/1.x/1.1/+download/install.php
2. Navigate to the folder you want TSEP install in & delete all the files inside
3. Upload the file from step one to the folder in step two
4. Open install.php in your browser (http://domain/folder from step two/install.php)
5. Follow the onscreen directions.
