Hi,
I have just registered a blueprint on Launchpad, see
https://blueprints.launchpad.net/ubuntu/+spec/ubuntuforums2ubuntuwiki
or go to https://launchpad.net/~ubforums2ubwiki and click on tab Blueprints.

This was meant as a test, but I think we can start using it by adding 
ideas here. The advantage of a blueprint is that everybody can add 
his/her ideas on the whiteboard. It can also form a basis for further 
discussion on irc, the list or at meetings.
